The most traditional response to this unpleasant phenomenon is resorting to severe punishments. Considering that some of the criminals commit crimes again after serving the punishment, correct and principled treatment of them and preventing the repetition of crimes has a significant effect on providing an important part of society's security. It is natural that if the offenders are not dealt with properly, not only the goal of reforming the offenders will not be achieved, but they will also prepare grounds for repeating the crime. On the one hand, the rehabilitation or correction and treatment of the offender is one of the facilities that can be used in response to crime and can help the criminal justice system in achieving its goals, one of which is the prevention of repeating the crime, and on the other hand, reciting words. The Supreme Leader of the Islamic Revolution of Iran as someone who has a strategic position in the field of criminal policy of Iran has double importance. The result of the research has been that the speed, accuracy and uniformity of justice implementation in the form of punishment and cultural norming and awareness in soft measures are effective in crime prevention
